About Me

Why PGMR Consulting?

​

PGMR reflects both my name—Paulin Gilles Marie Regnard—and the values that define my consulting practice: Peace, Governance, Multi-level engagement, and Restoration. These four pillars capture the essence of my work: supporting efforts to prevent conflict, strengthen institutions, and rebuild trust in societies facing fragility or transition. Grounded in field experience and shaped by collaboration, my approach combines strategic insight with a deep respect for local knowledge and collective solutions.

 

I am also deeply committed to exploring how cultural heritage, in all its forms, can contribute to reconciliation, resilience, and sustainable peace.

My Story

My international journey began in 1999 with a first field assignment in Kosovo as an observer with the OSCE verification mission. The following year, after having worked for a Paris-based human rights NGO, I returned to Kosovo as a United Nations Volunteer. That experience marked the start of a long engagement in peace operations—working closely with both local and international stakeholders, always grounded in the needs and realities of the communities we served.

From Kosovo to South Sudan, from Haiti to the Democratic Republic of Congo, I have worked in environments often shaped by fragility and uncertainty. In each of these settings, I’ve placed the human dimension at the heart of my work: listening to local actors, building collective responses, and fostering intercultural dialogue. Each mission brought new insights, deepened my understanding of local dynamics, and reinforced my belief that lasting solutions must grow from the lived experiences, histories, and aspirations of the communities concerned.

After many years in the field, I chose to take a step back to reflect on my path and open up new perspectives. This pause gave me the space to refocus, explore emerging areas of interest, and reconsider how I could best contribute to peace and governance efforts. Independent consulting soon emerged as a natural direction—an adaptable, challenging, and meaningful framework that allows me to draw on past experience while embracing new forms of engagement.

Today, as an independent consultant, I work with institutions and partners involved in social cohesion, inclusive governance, and democratic dialogue—always with a commitment to contextual relevance, impact, and local ownership.

 

In parallel, I have developed a profound interest in the intersection between cultural heritage, the environment, and peace. In crisis-affected settings, heritage sites, cultural expressions, and ecosystems are often at risk. Through reading, dialogue, and training opportunities, I have been familiarising myself with this evolving field. I continue to explore how valuing cultural heritage and protecting natural environments can contribute to resilience, reconciliation, and meaningful recovery processes that honour identities and place.
